The scheme helps people from Below Poverty Level (BPL) families, whose members are listed on their BPL ration cards, have their photos taken and are listed in the Civil Supplies Department's database. The family benefit is based on a "floater" system, which means that each family member can get back up to Rs.1.50 lakhs on their own or as a group. If the actual sum is higher, an extra Rs 50,000 will be given as a safety net to cover the costs, bringing the total to Rs 1.50 lakh per family.
